Bosnia and Herzegovina’s government institutions have been supervised by an international governing structure called the Office of the High Representative for the past 25 years. Every time – as in 2021 – a High Representative, with executive authorities capable of overriding domestic democratic political decisions, retires or steps down, there is an immediate crisis and a replacement is found. There is a reason why the regime of international supervision cannot be brought to a close. If the next High Representative wants to be the last, he will have to execute a dramatic change of direction from his predecessors.
